    The CBSE affiliation controversy in Manipur has taken a new turn as 10 MLAs from the Kuki tribes write to Home Minister Amit Shah, urging the cancellation of the suspension of three education officers. The officers face disciplinary action over alleged fraud in clearing requests by 26 schools for CBSE affiliation. While the MLAs argue that the officers acted in the best interests of students during ethnic violence, the Education Department emphasizes the importance of completing the due process of investigation.

     

    The alleged fraud involves the issuance of no-objection certificates (NOCs) to 26 schools in Churachandpur and Kangpokpi, both hill districts, for CBSE affiliation after May 3, the day ethnic violence erupted between the Kuki tribes and the valley-majority Meiteis. The CBSE’s bylaws require state board schools to obtain NOCs from the state government before applying for central board affiliation. The Manipur government initiated an investigation into the alleged paperwork fraud, forming a committee to look into the matter.

     

    The 10 MLAs, who have also been advocating for a “separate administration” in Manipur, contend that the three education officers should be reinstated as they acted in the students’ and schools’ best interests amid the violence over the past eight months. They argue that the CBSE should re-affiliate the 26 schools, and the suspended officers should be called back to duty.

     

    However, an education department officer has described the attempt by the MLAs to rescue the officers as “absurd.” The officer emphasized the need to let the investigation complete its due process, stating that there is a process and documentary evidence that cannot be short-circuited.

     

    The three suspended officers are Churachandpur ZEO Jangkhohao Haokip, Kangpokpi ZEO Lhingtinneng, and L Taithui, Deputy Inspector of Schools in the Samulamlan block of Churachandpur ZEO.

     

    The controversy surrounding the CBSE affiliation centers around the change from state to central education boards in the two hill districts, viewed as a soft attempt at formalizing a new arrangement amidst the ethnic clashes that began in May 2023.

     

    In response to the government’s action, a Kuki student group in Sadar Hills has sealed the offices of the Kangpokpi ZEO and the deputy inspector of schools in Saitu and Saikul, protesting against the suspension of the education officers. The group has appealed for a “swift and impartial investigation” into the allegations.

     

    In Churachandpur, none of the four newly affiliated schools had working phone numbers, with one having ‘0000’ as the contact number. The lack of working phones and inconsistent details violate CBSE bylaws for affiliation. The Kangpokpi school principals had previously criticized the focus on procedures, emphasizing the students’ need for academic continuity amid ethnic clashes and disruptions.

     

    The state government maintains that action will be taken against schools, including withdrawing their affiliation, if they are found not following due process.     “Mewaram Jain, a former MLA from Barmer, has been suspended from the primary membership of the Congress with immediate effect in view of his involvement in immoral activities, which is a clear indication of a breach of discipline under the constitution of the Congress party,” stated Mr. Dotasra in the order.

     

    Mewaram Jain, a three-time Congress MLA from the Barmer constituency, faced defeat in the last election to BJP rebel Priyanka Choudhary. Notably, Jain has held the position of chairman of the Gau Seva Ayog. His political career has been marked by both successes and controversies, with explicit pictures/CDs of Jain surfacing over a year ago. At the time, Jain vehemently claimed that the materials were doctored and filed a case at the Kotwali Police Station in Barmer.

     

    The recent suspension from the Congress party comes in light of the grave accusations made against Jain and others in the rape case. A woman filed the case in December 2023, alleging that her daughter was subjected to sexual assault by nine individuals, including Jain and the RPS officer, two years ago. However, it is crucial to emphasize that Russia as a country will not be part of the Olympics.

     

    The decision to suspend the ROC was promptly implemented by the IOC. This move was a direct response to the ROC’s controversial decision to include regional sports organizations from four Ukrainian territories – Donetsk, Kherson, Luhansk, and Zaporizhzhia – as its members.

    Siddaramaiah announced the suspension of Anekal Tahsildar, the jurisdictional police inspector, and the regional fire officer in response to the tragedy. Additionally, notices were issued to the Deputy Commissioner of Bengaluru Urban district, who had granted the license to the cracker shop owner, and the Superintendent of Police, seeking explanations regarding the incident. The Chief Minister emphasized that the shopkeeper held a license to sell crackers and not to store them in a godown. The godown contained 7,000 to 8,000 kilograms of crackers, which had been brought from Tamil Nadu.

     

    The day of the incident, a truckload of crackers arrived at the location, and people from Tamil Nadu, many of whom were underprivileged students, were unloading the stock. These individuals were reportedly paid ₹600 per day for their labor.

     

    Siddaramaiah expressed his concern about the various lapses that contributed to the tragedy, including oversight by the Tahsildar, police inspector, and fire officer. He stressed the need for immediate suspensions and accountability.

     

    Citing Supreme Court guidelines on the use of “green crackers,” the Chief Minister emphasized the importance of taking action against those who fail to adhere to these regulations. Siddaramaiah directed all relevant authorities to ensure that the provisions of the Explosives Act and the Supreme Court’s guidelines on the use of green crackers are strictly followed.

     

    These directives are particularly crucial as the upcoming Diwali festival often sees an increase in incidents where people suffer burns, injuries, loss of body parts, eye injuries, and, in some cases, fatalities due to firecracker-related accidents.

     

    In light of the tragic incident and the safety concerns it raised, Siddaramaiah ordered that cracker licenses should only be renewed on an annual basis, rather than the previous five-year duration. This move is aimed at increasing vigilance and regulatory oversight in the sale and storage of crackers to enhance public safety.

     

    In addition to the suspensions and regulatory adjustments, the Chief Minister instructed officials to ban the use of crackers during political events, processions, marriages, and Ganesha festivals. This measure is intended to further protect public safety during gatherings and events.

     

    The state government has already announced a compensation of ₹5 lakh for each family of the deceased victims and is providing free medical treatment to the four individuals who sustained injuries in the hospital.

The Chief Justice of India, D Y Chandrachud, leading a bench, remarked on the matter, stating, “This should not happen. Someone arguing before this court gets suspended…” Senior advocates Kapil Sibal and Rajeev Dhavan, who were representing Bhat, brought this issue to the attention of the Constitution Bench during the proceedings.

     

    The Supreme Court is currently in the process of hearing a series of petitions challenging the abrogation of Article 370, a historic constitutional provision that granted special status to the erstwhile state of Jammu and Kashmir. In August 2019, the central government revoked Article 370 and bifurcated Jammu and Kashmir into two Union Territories.

She stated, “It is our responsibility to ensure all children are safe and secure in our schools. And if any such instances of child sexual abuse are brought to light, then appropriate legal action has to be taken. We have to take all possible steps to ensure that such an instance is not repeated in our schools.”

     

    Atishi further underscored the need for introspection and corrective measures, asserting the importance of creating a secure environment for children. The Delhi Chief Minister also directed the Directorate of Education to conduct rigorous training for all principals and teachers regarding the provisions of the Protection of Children from Sexual Offences (POCSO) Act.

     

    Several measures were directed by the Chief Minister, including mandatory reporting of such incidents, tools for early identification of abuse, understanding different types of abuse, recognizing the impact of abuse on children, and providing teachers with the necessary skills to support affected students.

     

    Moreover, Kejriwal instructed the Directorate of Education to prepare high-quality reference materials for teachers and principals and to issue comprehensive guidelines for schools to handle cases of abuse while maintaining a supportive environment for the children.

     

    The Delhi Government promptly established an inquiry committee to investigate the alleged sexual assault case involving two minor boys within the government school.
